The Steps
Lethe was historically a naval fortress, built on top of a bay and into the cliffs beyond. The Steps were the tenements carved into the cliffs of the bay, rising above the Docklands in a series of terraces. Hundreds of years have changed the area from military housing and warehouses into the area of craftsmen and creators. The smoke of the forges is blown away by the sea's breeze, but many of the buildings are stained with soot.
Now the Steps are the homes and workshops of craftsmen. A hundred workshops are open, day and night, providing everything that the city could need. Relatively little is actually sold in the workshops themselves, and instead the focus is on crafting and creating. Custom work and special items can be created here...if you can afford them.

Many of the craftsmen of the Steps live above, behind or next to there own businesses, and as a result there are also plenty of places to eat, drink and relax interspersed through the hills.
As well as several twisting roads and stair cases a series of cable cars, powered by water and gravity, allows the movement of heavier cargo up and down the steps - as well as passengers for those willing to pay rather than walk.
